Review of the Independent Police Conduct Authority
The scope
MartinJenkins was engaged by the Independent Police Conduct Authority (then the Police Complaints Authority) to conduct a review of the entire organisation and make recommendations for a new look IPCA.
The IPCA faced a raft of significant environmental and contextual changes, including the recent enactment of the Independent Police Conduct Authority Amendment Act, the findings of the Commission of Inquiry into Police Conduct, significant amendments to the Police regulations and disciplinary procedures, and the Authority’s relatively new designation as a Crown entity. These factors all impacted on the IPCA’s operations, and it was timely to look at how the organisation could be more appropriately aligned to its new environment, with an emphasis on increasing effectiveness and efficiency.
Our Involvement
The review involved expertise from three of MartinJenkins’ service lines, namely:
- organisational strategy, design and change
- research and evaluation, and
- financial and economic analysis.
The Outcome
This resulted in a multi-faceted, phased approach for the new Authority, including recommendations for a new strategy, organisational structure, enhanced systems and processes, implementation of a robust evaluation framework, and development of a business case to support upcoming budget bids.
