Next Steps in the Review of the Land Transport Sector.
The scope
In December 2004, the recommendations of the Government Transport Sector Review were implemented with the aim of better aligning the sector and the legislation with the NZ Transport Strategy. In early 2007, the State Services Commission (SSC) was directed by Government to undertake a Next Steps in the Land Transport Sector review. The review considered the performance, roles and responsibilities of the Ministry of Transport, the two Crown entities – Land Transport NZ and Transit NZ, and Treasury with regard to Rail.
Our Involvement
MartinJenkins Director Kevin Jenkins was engaged by the SSC to convene an inter-agency team (Department of Prime Minister and Cabinet, SSC, Treasury, Ministry of Transport) which managed the review.
The Outcome
The State Services Commissioner submitted a report to the Ministers of State Services, Finance, and Transport which proposed major change to the government land transport sector. These changes included better investment planning and funding, a merger of Land Transport NZ and Transit NZ, and enhancements to the Ministry of Transport, with a view to enhancing agency responsiveness, performance, capability and value for money. Ministers supported the recommendations, and officials were instructed to implement them.

The land transport sector is a core part of NZ’s infrastructure and a major segment of the economy. Government plays a significant role regulating the sector as it does in the wider transport sector. In the land transport sector, it also plays a leading role in planning the roading and rail networks, and is the principal funder, largely through fuel excise duty and road user charges, of road development and maintenance. MartinJenkins's understanding of the public sector management framework, expertise in organisational strategy and design and in managing challenging projects, assisted SSC to adopt a collegial approach that delivered a quality report in a very short timeframe.
