Evaluation of the District Truancy Service
With the District Truancy Service’s (DTS) contract ending in December 2009, the Ministry of Education (MoE) contracted MartinJenkins to complete an evaluation of the service in March 2009. The evaluation was designed to provide a richer understanding of truancy management in New Zealand and the role and contribution of DTS within the broader education system. +more
Evaluation of the InService Teacher Education Practice project (INSTEP)
In April 2007, we were asked by the Ministry of Education to undertake the evaluation of the INSTEP project. The INSTEP project was designed to promote a strategic and coherent focus across the inservice teacher education system and build the capability of inservice teacher educators. The evaluation to ascertain the role and contribution of INSTEP in bringing about desired shifts in inservice teacher education practice in New Zealand was undertaken in two phases. +more
Evaluability Assessment of the Extending High Standards Across School (EHSAS) initiative
Consultant, Sonia Ogier, and Manager Evaluation and Research, Meenakshi Sankar, undertook work for the Ministry of Education in 2008 to conduct an evaluability assessment of the EHSAS initiative. EHSAS is a $20m initiative that offers incentives to stretch school performance and affirm excellence by identifying high performing schools and encouraging them to share their knowledge and practice with other schools. +more
Study of the Early Effects of Free Early Childhood Education
Senior Consultant Natalie Froese undertook work for the Ministry of Education in 2007 and 2008 to investigate the early effects of Free ECE on participating services’ practices, policies, costs and revenues. Free ECE is an education policy aimed at increasing participation in teacher-led services and eligible kōhanga reo by reducing the cost barrier to families. +more
Evaluating Public Defence Service Pilot
The Public Defence Service Pilot was established in May 2004 as an in-house criminal legal aid service taking up to one third of the criminal legal aid caseload in the Auckland and Manukau District Courts. Consultant, Sonia Ogier and Senior Consultant, Richard Tait conducted an evaluation of the Pilot for the Legal Services Agency (LSA) in 2008. +more
Evaluating Firewise
Firewise is a school based fire safety programme delivered by teachers and supported with materials and resources from the Fire Service. Consultant, Sonia Ogier, undertook work for the New Zealand Fire Service in 2008 evaluating the Firewise Programme for year one and two students. +more
Department of Labour Partnership Resource Centre – Aubert Home of Compassion Case Study Research
The research was designed to build a practical understanding of how PRC Associates enable management and unions to work in partnership. The project achieved this by examining how and why partnership-building activities contributed to improved workplace relationships in the Aubert Home of Compassion and used this information to test and refine PRC’s underpinning ‘theory of influence’ in supporting workplaces. +more
Enhancing Crown entity performance through more effective monitoring
The Treasury and State Services Commission asked MartinJenkins to review the Crown entity monitoring policies and practices of nine government departments. The aim of the Review was to assess the strengths and weaknesses of the current monitoring practices and to recommend areas for improvement.. +more
Strategy to Evaluate Enhancements to the Weathertight Homes Resolution Service
In 2006 government agreed on a set of enhancements to facilitate use of the Weathertight Homes Resolution Service, and to reduce the average time taken to resolve a leaky building claim. +more
Evaluating Institutional Effectiveness in Education Development
The United Nations Educational, Scientific and Cultural Organisation (UNESCO) undertook a major evaluation of its internationally-based education institutes. The institutes are governed and managed independently from UNESCO Headquarters but play a major role in the delivery of UNESCO’s education programme. +more
