- MartinJenkins was engaged by the Ministry for the Environment to undertake a capability review of the Ministry’s readiness to take on statutory functions under proposed Exclusive Economic Zone (EEZ) legislation. The focus of the review was on resource requirements and organisational delivery options.+more
- Veterans' Affairs – Transition to NZ Defence Force and implementation of case management
- In 2007, MartinJenkins was engaged to evaluate the effectiveness of the then-current governance structure of VANZ, including its place in the public sector. At that time, VANZ functions were split between NZDF and MSD. MartinJenkins was subsequently re-engaged at key stages to assist with the transition to the new structure and roll-out of a case management model within the Veterans Services area of VANZ.+more
- Outcomes framework for Pacific peoples in NZ
- In late 2008, we were asked by the Ministry of Pacific Island Affairs to assist them to develop a comprehensive outcomes framework in relation to the wellbeing of Pacific peoples in New Zealand. The Ministry was seeking to add more value to cross-government activities though playing a critical linking and strategic role across this range of issues. The framework was developed in a collaborative process led by MartinJenkins Senior Consultant, Richard Tait, with a team of advisors from the Ministry, and input from the Institute of Policy Studies.+more
- Strategic framework and work programme for the ABC approach to smoking cessation
- In 2008, the Ministry of Health and other key stakeholders developed a new clinical approach aimed at supporting smokers to quit. The approach required a fundamental shift and intensification in New Zealand’s approach to smoking cessation, by integrating a new set of clinical practices systematically into the everyday practice of all healthcare workers who have contact with smokers. MartinJenkins was engaged to assist the Ministry to embed the new approach by developing a coherent and clear strategic framework and implementation plan.+more
- Review of the Independent Police Conduct Authority
- MartinJenkins was engaged by the Independent Police Conduct Authority (then the Police Complaints Authority) to conduct a review of the entire organisation and make recommendations for a new look IPCA.+more
- Next Steps in the Review of the Land Transport Sector
- In December 2004, the recommendations of the Government Transport Sector Review were implemented with the aim of better aligning the sector and the legislation with the NZ Transport Strategy. In early 2007, the State Services Commission (SSC) was directed by Government to undertake a Next Steps in the Land Transport Sector review. The review considered the performance, roles and responsibilities of the Ministry of Transport, the two Crown entities – Land Transport NZ and Transit NZ, and Treasury with regard to Rail. +more
- Review of New Zealand Qualifications Authority
- The New Zealand Qualifications Authority (NZQA) is a Crown entity charged with “establishing a consistent approach to the recognition of qualifications in academic and vocational areas.” In 2004, NZQA launched a new qualification, New Zealand Scholarship, as the basis for allocating University scholarships. However the initial results showed widely differing achievement rates in different subject areas – and a smaller-than-expected number of scholarships being awarded – leading to considerable public concern. +more
- Review of the NZ Law Commission
- The Law Commission is an independent Crown entity funded by government. It is a central advisory body established by statute to undertake the systematic review, reform and development of the law of New Zealand. Facing funding levels not sufficient to maintain historical levels of expenditure, the Law Commission engaged MartinJenkins to recommend how the Commission could ensure its operations were cost effective and accorded with best practice. +more
- Review of the Ministry of Civil Defence
- The Department of Internal Affairs engaged MartinJenkins to advise on its review of the Ministry of Civil Defence. The goal was to develop and implement a new structure for the Ministry that would meet its future strategic objectives. +more

- The Chief Executive of ACC engaged Doug Martin to facilitate an internal review of the Corporations senior management structure. +more
- Policy, Research & Evaluation Reviews
- In December 2001 the Government agreed to a significant change in the way government departments were to manage their business. The goal was for them to adopt a more strategic and outcome-focussed approach to planning, management and reporting – while remaining accountable for the delivery of outputs. Critical to achieving this is ensuring the quality of each department’s policy, research and evaluation inputs. +more
