- Policy Implementation
- In late 2007 the Government announced its policy decision to implement an economy wide emissions trading scheme. Forestry would be the first sector to enter the emissions trading scheme in 2008. Owners of forest land established prior to 1990 would be required to purchase and surrender carbon units to offset carbon emissions associated with deforestation. Owners of forest land established after 1990 would be allowed to enter the emissions trading scheme and to claim carbon units with forest growth. It was agreed that the Ministry of Agriculture and Forestry would administer the ETS for forestry once legislation was enacted in mid 2008. +more
- Building Policy Capability
- The Department of Building and Housing was established on 1 November 2004. It brought together into one organisation a number of related building and housing regulatory, dispute resolution and policy functions from across several government agencies. - Dairy Industry Restructuring
- Fonterra Dairy Cooperative – New Zealand’s largest and only global-scale company – was established in 2001. Its establishment required the design of a new regulatory regime for the dairy industry and the passage of special legislation (Dairy Restructuring Act 2001) to provide for the merger of what were then New Zealand’s two largest dairy cooperatives and the New Zealand Dairy Board. +more
