“An informed choice”: reviewing New Zealand’s export education sector

The scope

The export education industry has a $2 billion impact on the New Zealand economy annually. In 2003, this sector has reached a critical point and its future was unknown. An industry-wide review was required – and time was of the essence.

Our Involvement

MartinJenkins was chosen by the Ministry of Education to advise government on issues associated with the rapid growth of the sector, and the government’s ongoing role in supporting it.

Director Michael Mills lead the assignment, and he began by identifying the sector’s contribution to NZ’s economic performance and international connections. He also identified the following critical issues: the sector’s reliance on students from a single major source country, gaps in quality services provided by some industry providers, uncertainty surrounding the impact of government policies and regulations, and the future participation of schools and tertiary organisations in export education.

The Outcome

The review resulted in a fresh consideration of the industry by the Government. There was support for a closer and more productive relationship between government and industry – with the joint aim of supporting sustainable growth.
Following the review, MartinJenkins was engaged by the industry body, Education New Zealand, to advise on the impact of immigration policy on student enrolments, and the impact of international student employment.
