“New lines of defence”: restructuring the Ministry of Civil Defence.
The scope
The Department of Internal Affairs engaged MartinJenkins to advise on its review of the Ministry of Civil Defence. The goal was to develop and implement a new structure for the Ministry that would meet its future strategic objectives.
Our Involvement
MartinJenkins Manager Stewart Milner was engaged to provide HR advice to the review. This included developing consultation material, consultation with staff and their representatives, and advice on the finalisation and release of decisions. It also required navigation through employees’ contractual terms and legislative requirements to reassign or reconfirm staff.
The Outcome
The review was successfully completed with all staff reassigned or reconfirmed in adapted or new roles. A recruitment programme was then put in place to fill all outstanding vacancies.

This review arose out of a range of complex broader issues covering Ministry performance and resources to meet future demand. The new structure was implemented successfully with good support from staff and management.
