Training Needs Analysis and identification of cost effective training and development interventions

The scope

MartinJenkins were asked by the Department of Building and Housing to undertake training needs analysis of the skills, behaviours, experience and knowledge required by policy staff to deliver high quality policy advice. The TNA had to consider and advise on:

  • the broader public sector context in which the Department and its policy staff operate
  • the main ‘gaps’ between existing levels of skill, experience and knowledge and what is required
  • the broad scope and content of training that would address these ‘gaps’.


The TNA would be used to guide the design of training interventions to enhance competence and skill across policy staff.

Our Involvement

We undertook a situational analysis, reviewing practices across the Department and the wider public sector and conducted a series of interviews and workshops with policy staff and key stakeholders. We analysed the overall skills and gaps and reviewed broad options to address these gaps.

The Outcome

We specified the skills gaps and identified the options to address these which included training and development initiatives to further enhance the capability of the Department’s policy staff.
