Crown Manager report: The Next Steps

MartinJenkins director Doug Martin has delivered his final report to Christchurch City Council as Crown Manager for the city’s building consenting functions.

The report was released on Thursday 9 April by Local Government Minister Paula Bennett and Building and Housing Minister Dr Nick Smith. 

Substantial progress was made during Doug Martin’s tenure, said Mrs Bennett, leading to the council’s reinstatement as a Building Consent Authority in December 2014.

Doug Martin served as Crown Manager from July 2013 to December 2014, the first ever such manager appointed under the new intervention powers created in the Government’s 2012 local government reforms.
Dr Smith said on the report’s release that “the Crown Manager, the building consent team, the Mayor, Council and Chief Executive all deserve praise for the work that has gone into getting this critical service back on track”.

Both Ministers noted the constructive recommendations in the report, which set out further steps for the central government and the council to take, and lessons to share.
