Simon helps clients to make evidence-based decisions in complex policy environments, assisted by his analytical perspective and understanding of the drivers facing commercial operators and government.

Simon is an experienced analyst and policy manager with particular expertise in regulated industries and utilities. His understanding of government processes and priorities, and his knowledge of regulators and key decision-makers, is of real value in helping clients to work through complex policy and regulatory challenges.

Simon is skilled in bringing a user-friendly perspective to highly technical issues and is often called on to translate technical information into material useful for decision-making. 

Simon joined MartinJenkins in 2014 from the Ministry of Business, Innovation and Employment. He has worked as a manager and analyst in energy policy and forecasting roles, has led projects in the petroleum and minerals sector, and provided analytical, leadership, project planning and relationship management support for decision-makers and industry stakeholders.

Examples of Simon’s work include:

  • leading the review of the Crown Minerals Act and associated regulations

  • managing the preparation and publication of official energy supply and demand data and 25-year energy supply and demand forecasts 

  • advising on alternative regulatory settings for the electricity sector, with a focus on competition and resilience

  • overseeing the implementation of the New Zealand Energy Strategy.
