Allan is a public policy and local government advisor, specialising in strategy, governance, and performance and organisational design. He is known for his abilities in helping his clients to navigate the governance-management interface and to ensure their organisations are fit for purpose.
Allan joined MartinJenkins in 2012, following careers in both local and central government, where he held senior management positions in strategic policy, arms-length monitoring and executive-advisory roles.
Examples of Allan’s work include:
reforming Christchurch City Council’s organisational structure (including establishing the offices of Mayor and Chief Executive) to enable the Council to meet the twin demands of undertaking the $40 billion Christchurch rebuild while also continuing to provide core services
advising Wellington City and the three Wairarapa councils on options for amalgamation following the 2012 local government reforms
advising Sport NZ on reforming the governance, structure and resourcing framework of New Zealand’s water-safety sector.
