With over three decades of experience, Donella is a trusted, credible evaluator and researcher who delivers clear evidence and actionable advice for decision-makers and programme users.

Donella collaborates with her clients to co-design evaluation and research projects that meet their needs and support continuous improvement.

As well as evaluation and research, Donella supports clients in related areas including performance measurement, monitoring, theory of change and logic models, and engagement.

Donella is committed to working on projects that support Māori aspirations and positive partnership. She often provides research and advice to public-sector agencies on strategies and tools to support Māori and iwi.

Examples of Donella's work

  • Creating evidence-based theory of change and evaluation frameworks for Fire and Emergency NZ, the Health Promotion Agency, and Inland Revenue
  • Reviews and evaluations (formative and summative), including for the Ministry of Foreign Affairs and Trade and MBIE, and technical design advice for the Ministry of Justice’s Financial and Effectiveness Sustainability review
  • Engaging and consulting with stakeholders for the Milford Opportunities Project, for Queenstown Lakes District Council on the social impact of future airport development, and for ACC on neo-natal encephalopathy
  • Support to clarify, implement, and track strategic intentions for StatsNZ and its new organisational strategy, and for the Ministry for Pacific Peoples to align its work programmes with its strategic priorities
  • Supporting Māori aspirations, including research and advice for Te Mātāwai and Te Puni Kōkiri to support the Māori Language Strategy and for MBIE on the use and allocation of funding for Māori research, science, and innovation.
