Jo is a specialist in economic research, policy, and evaluation. She provides decision makers with high-quality, evidence-based analysis and advice.

Jo is an economist with more than 25 years’ experience in applied research and policy analysis. She designs and evaluates programmes for government, business, and community organisations. She uses mixed-methods research to find out how policies are working on the ground, and advises on practical ways to improve them.

Combining a driven, roll-up-your-sleeves approach with sharp analytical skills, Jo quickly gets to the nub of difficult policy issues. Her experience includes, for example, health, social services, the environment, and international development.

After working with us as a Principal Consultant from 2022 to 2024, Jo then worked for the Cook Islands Government, most recently as their Chief Economist. We were delighted to have Jo rejoin us as an Associate in 2026.
