Mike has advised central and local government for over a decade, with extensive experience in infrastructure, funding and finance, economic strategy, and public policy.

Mike understands government from the inside, both central and local. He’s worked at the Treasury and Internal Affairs, helping shape major infrastructure reforms. That includes advising on funding and financing tools like the Infrastructure Funding and Financing Act, on water services reform, and on wider economic policy, including economic regulation.

Mike is easy to talk to and knows how to get things done. He’s used to working with ministers, officials, and community leaders to design policies and implement projects that make a real difference.

Recent examples of Mike’s work

  • Local Water Done Well – Mike's water journey began back at the Department of Internal Affairs as the commercial and financial lead for the three waters reform. Since then, he’s worked with over a dozen councils to assess the viability and sustainability of water services and support their decisions on future service delivery models. He has also been a trusted adviser to these council clients through the Water Services Delivery Plan process and as they establish new water organisations.
  • Infrastructure Funding and Financing – Mike was a key adviser as part of the then-government’s Infrastructure Funding and Financing programme. He led the development of the policy and legislation for the Infrastructure Funding and Financing Act and has since supported the development of proposals under the Act.
