New Zealand's public health system faces mounting pressure, with government health expenditure projected to double by 2065 and demand outpacing funding. Against this backdrop, the Financial Services Council commissioned MartinJenkins to independently assess the role private health insurance could play. Around one-third of New Zealanders hold health insurance, many through employer schemes. The report assesses whether expanding private cover would genuinely grow system capacity and improve outcomes, or simply redistribute access, using four criteria: efficiency, equity, fiscal sustainability and feasibility.
