The Government introduced two Bills on 9 December that promise to replace the Resource Management Act 1991 – legislation that has dogged policy makers and been the subject of reform attempts for over a decade.
The reform represents a wholesale redesign of who does what in the environmental and land use system. For regional councils, territorial authorities, the Ministry for the Environment, and the Environmental Protection Authority, the adaptive challenge ahead is immense – let alone for applicants under the new system.
