Helping MFAT strengthen its International Climate Finance Strategy

In 2025 we helped MFAT evaluate and strengthen its International Climate Finance Strategy, including providing the Ministry with practical steps for ongoing monitoring and improvements.

The Strategy sets out how Aotearoa contributes to global climate action. Launched in 2022, it guides the allocating of hundreds of millions of dollars in climate finance to help developing countries reduce their emissions and adapt to climate change.

MFAT asked us to carry out a formative evaluation of the Strategy, building on earlier work we did helping the Ministry clarify and capture the Strategy’s intentions in an intervention logic. That logic became the anchor for our evaluation – it enabled us to test whether the Strategy was on track and how its systems could be strengthened.

Making climate-finance strategy work for long-term impact

Our evaluation confirmed that the Ministry’s implementation of its International Climate Finance Strategy was broadly on track and was meeting the core objectives.

We also identified opportunities for MFAT to make its implementation of the Strategy even more effective. Our recommendations, which the Ministry adopted, focussed on practical fixes to strengthen monitoring, sharpen performance measures, and embed processes for ongoing learning.

These changes set MFAT up to continue implementing and improving the Strategy over time.
