Making the best strategic choices
Kevin works with boards and executives to help them clarify their strategic direction and make the best choices to achieve their purpose and goals.
Examples are companies and industry bodies in the digital, transport, import, construction, and primary sectors. In the public sector this strategic work has included major agencies in the justice, land use, economic development and transport sectors. Among NGOs it includes major sports clubs and Pasifika organisations.
Big sector issues
Kevin has led major initiatives in many sectors, including transport, science and innovation, digital, economic development, housing and construction, farming, forestry, fisheries, environment, employment, accident compensation and injury prevention, welfare, justice, tertiary education, and health, as well as the core public sector.
For example, he led reviews of the land transport sector and of governance arrangements in the biosecurity sector, he was deeply involved in designing and establishing Callaghan Innovation and NZ Trade and Enterprise’s precursor organisation, and he led the response to the leaky buildings crisis.
Public-sector reviews and inquiries
He has led many strategic, organisational design, and value for money reviews – for example, for the Law Commission, the Ministry for the Environment, Te Puni Kōkiri / Māori Affairs, Land Information NZ, the Ministry of Defence, the Civil Aviation Authority, the Ministry of Health, and the Commerce Commission.
Kevin has also led major inquiries when concerns have been raised publicly about public agencies.
Kevin has been embedded in organisations as a leased executive to drive change. For example he was Chief Operating Officer at the Ministry of Justice; General Manager, Regional Economic Development at Industry NZ/NZTE; and General Manager HR at the Department of Labour.
He has worked as an advisor to government Ministers.
Kevin has advised on designing and implementing governance arrangements for businesses, public agencies, NGOs, and sector organisations.
A Chartered Member of the Institute of Directors, he has held numerous governance roles – for example, for digital platform, distribution, executive search, and professional service businesses.
In the public sector he was a Niue Public Service Commissioner, and he currently chairs the Advisory Board of the School of Government at Victoria University. In the NGO sector he chaired the Pōneke Football Club.
Kevin publishes articles for New Zealand Policy Quarterly and other channels such as Kia Ora India, the Asia Media Centre, The Spinoff, and the Institute of Public Administration of NZ, and he is a columnist for the NZ Herald.
